For each local community, the expectation is that Chrysalis and Emmaus will demonstrate a partnership by mutual cooperation and support. The Emmaus Board of Directors adopts bylaws that include Chrysalis as a standing committee. The bylaws are one of the governance documents for Emmaus. The Chrysalis Standing Committee/Board adopts operating policies and procedures that are in concert with the bylaws of the Emmaus Board of Directors. The Emmaus Board ratifies the Chrysalis operating policies and procedures and thus empowers the Chrysalis Board to operate as the governance agency for Chrysalis. For Emmaus and Chrysalis, each has another governance document, the Letter of Agreement, that each signs every year and submits to the appropriate office of The Upper Room.
